Can you have swollen testicle with hemorrhoids?

My nephew has painful swollen testicles, they aren’t always swollen but they become swollen and painful on a regular basis. He has no medical insurance and finally went to the local emergency room. They told him that they couldn’t treat him because he has hemorrhoids which isn’t an emergency.
I didn’t think hemorrhoids occured in your testicles.

First of all what is your nephew doing talking to you about his testicles? Second, hemroids will have no effect on your testicles at all.
