Can topical anesthetic relieve hemorrhoids?

My aunt has external hemorrhoids and really hurts like hell according to her. She is too scared of surgery. Will a topical a topical anesthetic help? Need your inputs.

I have used topical creams before but they hardly work and are not very comfortable. Soaking in a warm Epsom salt bath reduces hemorrhoids better than anything. Epsom is very cheap too.
