A cirrhotic liver(leading to portal hypertension) or pregnancy are often associated with hemorrhoids. They can't cause cancer. I don't know what "hvp" is unless you mean "HPV" or "Human Papillomavirus" the virus that causes genital warts and cervical cancer. HPV is not associated with hemorrhoids.
